The Project will consist of a small indoor cannabis cultivation license, located at 8661 Morrison Creek Drive, Suite D, in Sacramento. The project site is located in the Heavy Industrial zone in the City, and is surrounded by urban industrial uses. The cultivation activity will take place in an existing 20000-square-foot warehouse on a 1.23-acre lot. There is also a 3000 square foot mezzanine area used for cultivation activities. City water, power, and sewer services are used to support the project. The cultivation totals approximately 6000 square feet of mature cultivation.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Class 32 Categorical Exemptions consist of projects characterized as in-fill development that meet the following conditions:
(a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations.
(b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses.
(c) The project site has no value as habitat for endangered, rare or threatened species.
(d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
(e) The site can be adequately served by all required utilities and public services.
