Establishment of rates and charges for the sewer services provided to La Sierra Service Area, Western Water Recycling Facility Service Area and Murrieta Service Area, regarding the treatment, collection and disposal of sewer in these Service Areas. On June 4, 2025, Western Municipal Water District of Riverside County (“Western Water”) held a public hearing to discuss the establishment of new rates and charges for sewer service and adopted Resolution No. 3353. The charges will support operating and capital costs necessary to maintain existing sewer service within the La Sierra Service Area, Western Water Recycling Facility Service Area and Murrieta Service Area.

Reasons for Exemption
On June 4, 2025, the Board of Directors of Western Water adopted Resolution No. 3353. The Resolution establishes new rates for sewer treatment, collection and disposal in the La Sierra Service Area, Western Water Recycling Facility Service Area and Murrieta Service Area. The Board found that the administration, operation, maintenance and improvements of Western Water’s sewer systems, to be funded by the adopted sewer rates and charges, will not expand Western Water’s sewer systems. Additionally, the adoption of the rates and charges is necessary and reasonable to fund the administrative, operation, maintenance and improvements of Western Water’s sewer systems. Based on these findings, the Board determined that the adoption of the rates and charges established by Resolution No. 3353 is exempt from the requirement of CEQA pursuant to Public Resources Code section 21080(b)(8).
