On June 4, 2025, Western Municipal Water District of Riverside County (“Western Water”) held a public hearing to discuss the adjustment to the water service charges for the Riverside Service Area (including Rainbow service area) and Murrieta Service Area (“Service Areas”) and adopted Resolution No. 3352. The adjusted water service charges will support the infrastructure, programs, and operation and maintenance costs of Wester Water’s water services in the Service Areas.

Reasons for Exemption
On June 4, 2025, the Board of Directors of Western Water adopted Resolution No. 3352. The Resolution establishes adjustments to current water service rates in the Service Areas. The Board found that the purchased water, administration, operation, maintenance and improvements of Western Water’s water systems, to be funded by the increased water rates, are necessary to maintain service within Western Water’s existing service areas. Additionally, the Board found that the adjustment to the rates is reasonable to fund the administrative, operation, maintenance and improvements of Western Water’s sewer systems and does not expand Wester Water’s system. Based on these findings, the Board determined that the adoption of the rates and charges established by Resolution No. 3352 is exempt from the requirement of CEQA pursuant to Public Resources Code section 21080(b)(8).
