Reasons for Exemption
Section 15301 (Existing Facilities) applies because the emergency generators would be located within existing City pump station facilities, would be used to provide power to support pump station activities in the event of a power disruption, and would involve negligible expansion of the existing use. Section 15303 (New Construction or Conversion of Small Structures) applies because the project involves the installation of small new equipment, including new emergency generators. Section 15304 (Minor Alterations to Land) applies because the project includes minor land disturbance association with the installation of emergency power generators which do not involve the removal of healthy, mature, scenic trees at any of the six pump station sites. The project is not subject to any of the exceptions to the Categorical Exemptions listed in CEQA Guidelines Section 15300.2. The project would not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; would not contribute to cumulative environmental impact; would not have a significant impact on the environment due to unusual circumstances; would not damage scenic resources within a designated State scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and would not cause adverse change in the significance of a historical resource.
