Reasons for Exemption
Section 15061(b)(3), the common sense exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Section 15301 in that it involves the repair, maintenance, and minor alteration of an existing private structure involving no expansion of existing or former use. Section 15303 sub-section (C) Class 3 consists of the construction and location of a limited number of new, small facilities or structures; the installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project does not involve the use of significant amounts of hazardous substances and does not exceed 2500 square feet in floor area. All necessary public services and facilities are available, and the surrounding area is not environmentally sensitive.
