Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Specialty Indoor, Small Indoor, Processor, and Nursery commercial cannabis license submitted on 02/27/2025. The project will consist of a cannabis cultivation operation located at 11500 Dolan Rd, Moss Landing, CA 95039 (APN: 133-172-013-000). The 183-acre property has several existing cannabis projects that were previously analyzed in an IS/MND prepared by the County of Monterey. The current applications will replace an existing annual Specialty, Indoor, Small Indoor, Processor and Nursery license. There is no proposed expansion or construction, and current activities will not change significantly. Cultivation will occur in several different rooms of 3 existing buildings utilizing a tiering system and indoor LED lighting. The total building footprint is approximately 20,000 square feet. Total cannabis canopy will include up to 15,000 square feet of mature canopy and 5000 square feet of immature canopy. There will be no seed production or research and development onsite. All immature plant growth will occur under the Nursery license and all processing, packaging, and harvest storage will occur under the Processor license. Water for the project will be provided by Pajaro Sunny Mesa Community Services District. Power is provided to the property by PG&E. The project is located in the Heavy Industrial zone which allows for commercial cannabis cultivation.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
