Document Description
The proposed project retention basin will have a storage volume of 1.74 acre-feet, which is sufficient to accommodate the runoff generated by any storm events, up to and including a 10-year, 3-hour storm event. The basin will be surrounded by a 6-foot wide 3-inch thick Class II maintenance access path. The retention basin is proposed to have a 0.4 percent slope on the basin bottom, ranging from 5 feet in depth at the southern end to 5.7 feet in depth at the northern end. A drywell will be located to enhance percolation and reduce drawdown time. A new catch basin will be installed to handle runoff from the Jackson Street/Kenner Avenue intersection, as the existing southerly catch basin cannot drain to the proposed retention basin due to nearby traffic pull boxes. Existing trees, fence, power pole, water meter, guard post, valve, fire hydrant, utilities, curb and gutter, catch basin, and existing sidewalk will be protected in place.

Reasons for Exemption
The project is categorically exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines §15301 Class 1, which exempts from CEQA any project that consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project is also categorically exempt from CEQA under CEQA Guidelines §15303 Class 3, new construction or conversion of small structures. The project is consistent with CEQA Guidelines §15301(f), because the retention Basin will provide a solution to the existing health and safety issue caused by the flooding and discharge of untreated urban runoff into the Whitewater Channel. The proposed project will provide a temporary solution to a flooding situation resulting from a blockage to an existing drainage facility, i.e. the 36-inch diameter RCP. As such, the project does not expand the former use of the City’s drainage system. The project is consistent with CEQA Guidelines §15303 because the proposed retention basin is a small drainage facility. For the reasons set forth above, the project qualifies for an exemption under both CEQA Guidelines §15301(f) and §15303.
