Reasons for Exemption
This project will involve the installation of at least 12 bidirectional chargers across two school bus yards and a school site owned by two school districts in Northern California, Fremont USD andPittsburgh USD. The Fremont USD and Pittsburgh USD bus yard installations will result in minor altercations, such as trenching and repaving, to existing paved bus yards (parking lots) with no expansion beyond the existing facilities and will not have a significant effect on the environment. Therefore, these installations fall under CEQA Guidelines 15301(c) Existing Facilities and 15304 (f) Minor Altercations to Land. The Pittsburgh USD school site installation will result in a singular bidirectional charger installation where there is no existing electric vehicle infrastructure for resiliency purposes (vehicle-to-building functionality). Minor altercations to the site’s parking lot and new electrical lines to existing facilities on site, such as a kitchen and hallways, will be made. Section 15303 provides that projects which consist of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, are categorically exempt from the provisions of CEQA. Therefore, this installation falls under CEQA Guidelines 15303 New Construction or Conversion of Small Structures and 15301 Existing Facilities. Further, none of the exceptions listed in CEQA guidelines Section 15300.2 apply to this project.
