Reasons for Exemption
The construction activities proposed by this project will result in minor alteration to land along existing road right of way and within a portion of a city-owned property. The improvements consist of a paved, shaded, and lighted pedestrian and bicycle trail for outdoor recreation, and the construction of a small splash pad and restroom. This project is categorically exempt from CEQA as a Class 1, Class 3, and Class 4 project. The trail improvements will occur within existing public right-of-way in an area that has been previoulsy disturbed for the construction of Hydril Road and will not result in the expansion of the roadway for automobile traffic. The construction of the trail, splash pad, or restroom will not involve the removal of healthy, mature, or scenic trees or structure, nor will it impact any scenic highways, nor impact any cultural, historical, or biological resources. The changes to land will consist of minor grading to construct the minor recreational facilities adjacent to the existing sports and recreation center, an area for which a prior environmental assessment was conducted and did not find significant environmental concerns.
