Document Description
The County of Riverside Transportation Department proposes to resurface approximately 6.6 miles of existing asphalt concrete (AC) pavement on 6th Avenue and 10th Avenue in Blythe. 6th Ave is a secondary road that travels in the West-East direction from two miles west of DeFrain Blvd to Intake Blvd- a total of 5 miles. 6th Ave is currently a two lane facility with a road width that ranges between 24 feet and 39 feet. 10th Ave is a secondary road that travels in the West-East direction from 0.61 west of Arrowhead Blvd to DeFrain Blvd - a total of 1.6 miles. 10th Ave is currently a two-lane facility with a road width of 26 feet. Additional improvements on the roads mentioned above include: • Adjusting utility manholes • Grading shoulder • Reconstructing asphalt concrete dikes • Reconstructing guardrail • Re-application of pavement striping • Removing and installing various signs No additional right-of-way (ROW) or temporary construction easements (TCE) will be required to construct the proposed improvements. The project improvements will be within the existing footprint of the roadway.

The proposed project of pulverizing existing pavement and repaving approximately 6.6 miles of existing asphalt concrete (AC) pavement on 6th Avenue and 10th Avenue in the area of Mesa Verde and communities of North and West Blythe. The proposed project is consistent with Section 15301(c) which exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trail, and similar facilities, (this includes road grading for the purpose of public safety). Furthermore, the project does not create additional automobile lanes and involves minimal to no expansion of use of the exiting roadway and associated facilities.
