Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Division 10, Chapter 2, Section 26012, approved three Small Outdoor and four Medium Outdoor commercial cannabis licenses : The Project will consist of added cultivation canopy on a developed and operating cannabis farm. The project is located within two parcels shown as Assessor's parcel numbers 083-160-003 and 083-150-010, total of 100.86 acres, located at 6495 Santa Rosa Road, Lompoc. Outdoor cannabis cultivation will occur on approximately 47 acres in total. The canopy additions analyzed herein include three Small Outdoor and four Medium Outdoor licenses, which will not exceed 204,240 square feet of additional canopy, and the total canopy on the project site will not exceed 47 acres. Water for cultivation purposes is provided by an existing on-site irrigation well and stored within ten (10) 5,000-gallon water tanks, two (2) 15,000-gallon water tanks, and an existing water storage reservoir that is used to store irrigation water supplied by the on-site agricultural well. Crops and landscape screening are irrigated using a timed drip system. No lighting is to be located inside the hoop structures and no back-up generators are proposed. An existing 2,600 square foot building will be used for office administration. An existing 8,000 square foot barn will be used for non-cannabis storage and restrooms. The commercial cannabis operation requires approximately 10 to 15 fulltime employees with an additional 20 to 30 employees during harvest. An existing private septic system will be replaced with a new system. Cannabis plant waste generated at the project site would be composted within a fenced outdoor area. All cannabis will be grown within fenced areas and wildlife corridors will be maintained in a manner so that wildlife passage between fenced cultivation areas can occur unimpeded. The project site is zoned AGII-100, which allows for commercial cannabis cultivation.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. On February 6, 2018, Santa Barbara County Board of Supervisors certified an Environmental Impact Report (EIR) and approved the Cannabis Land Use Ordinance and Licensing Program. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis
