Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration
Agreement EPIMS Notification No. EPIMS-MEN-50743-R1C, pursuant to Section 1602 of the Fish and Game Code
to Oscar Felix.
This Agreement relies on the Notification materials and a CDFW site inspection on September 21, 2023. The
Project is limited to three (3) encroachments. Encroachment 1 (WS-6) is for water diversion from the Eel River.
Water is diverted for domestic use, including irrigation. Work for this encroachment will include use and
maintenance of the water diversion infrastructure, and modifications as needed to comply with the terms of this
Agreement. Encroachment 2 (HAP-1) is for water diversion from an onstream reservoir for domestic use, including
irrigation. Work for this encroachment will include use and maintenance of the water diversion infrastructure,
modifications as needed to comply with the terms of this Agreement. A Non-Native Species Management Plan
(NSMP) shall be developed to appropriately manage non-native and/or invasive aquatic species See Measure
2.32. Encroachment 3 (SC-1) is to upgrade an existing culvert. Work for this encroachment will include excavation,
removal of the existing culvert, replacement with a new properly sized culvert, backfilling and compaction of fill,
and rock armoring as necessary to minimize erosion.
