Reasons for Exemption
The non-native/invasive vegetation removal activities do not result in the taking of endangered, rare, or threatened plant or animal species and includes the maintenance of stream channels by clearing debris to protect fish and wildlife resources. Furthermore, removing the non-native vegetation would protect native plants and animals from habitat competition and native loss. By removing non-native vegetation, this would allow native plants to establish in open areas, potentially increasing native species diversity and improving the habitat for fish and wildlife resources. In addition, the non-native/invasive vegetation removal activities would not result in erosion or sediment of surface waters. No sensitive or listed habitat would be impacted with the implementation of the Project and all work would take place outside of typical breeding bird season (January 1 through September 15). The Project would not increase traffic generation. The Project would not cause significant Air Quality impacts or Greenhouse Gas impacts. The proposed parcels are located in open space areas that are overgrown with non-native species. The proposed Project would not create new impervious surface that requires water quality treatment or stormwater detention.
