Document Description
The applicant is proposing a 4,956 sf of outdoor cannabis cultivation on the footprint of a legacy medical cultivation site in an unincorporated portion of Trinity county (Douglas City). The project site is zoned as Unclassified, with a General Plan Designation of Resource. There is no construction of new infrastructure required for this project. Water is being provided by an existing groundwater well. Access to the project site is via a short graveled driveway connecting to Mule Gulch Road. There is a bridge and a culvert associated with the road crossings of surface water on the access road to the residence and cultivation site. The premises is irregularly shaped and mature canopy beds are located throughout the site. Four water storage tanks holding up to 5,100 gallons of water are located on the western portion of the premises. One Class I and one Class II watercourse run roughly north-south through the property.

The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
