Document Description
The project involves repairing and rehabilitating the landfill cap and leach field at the Table Bluff solid waste landfill which was closed in 1979. The project involves fill placement, grading, vegetation clearing, road improvements, drainage improvements, piping replacement, leach field repair, and related activities. The purpose of the project is to implement urgent corrective actions before the winter wet season to prevent environmental impacts from discharge of leachate. The project will reduce infiltration of precipitation below the landfill cap, reduce leachate generation, reduce loading to the leach field, restore the capacity of the leach field, restore the facility's overall effectiveness in capturing and treating leachate, and eliminate leachate discharge to the maximum practicable extent. The project will provide public benefits by repairing and rehabilitating a public facility and avoiding impacts to public trust resources.

Reasons for Exemption
he project involves necessary repairs to a publicly owned facility necessary to maintain service essential to environmental health (Emergency Project statutory exemption). Leachate will discharge to a tributary of Humboldt Bay if corrective actions are not implemented before the winter wet season. In addition, the project involves the repair and maintenance of an existing public facility involving no expansion of existing or former use (Existing Facilities categorical exemption). The footprint of the landfill cap and leach field will not be expanded and the site will not receive any new waste.
