Project is categorically exempt pursuant to CEQA Guidelines Section 15301 Class l(c) because the project consists of the minor alteration of existing public facilities involving negligible or no expansion of the existing use. • Section 15301(c) - Existing Facilities (Class 1): This exemption applies to the operation, repair, maintenance, or minor alteration of existing public structures, facilities, or topographical features involving negligible or no expansion of existing use. Subsection (c) specifically includes existing streets, sidewalks, , and similar facilities. The proposed improvements are limited to the maintenance and minor alteration of existing streets and sidewalks. The curb ramp upgrades are intended to improve accessibility and do not result in an expansion of use. The cape seal work is a routine maintenance activity to extend the life of existing streets. The project does not involve the addition of travel lanes, new roadway alignment, or the expansion of existing right-of-way. All work will occur within previously disturbed areas. • Section 15302 - Replacement or Reconstruction (Class 2): The project also qualifies for a Class 2 Categorical Exemption under Section 15302, which allows for the replacement or reconstruction of existing structures and facilities on the same site and with the same purpose and capacity. The replacement of existing curb ramps with updated, ADA-compliant ramps falls under this exemption, as the purpose and function remain the same and are limited to the same location. • Exceptions to Exemptions (Section 15300.2): The project has been reviewed for exceptions to the use of categorical exemptions under CEQA Guidelines Section 15300.2. The project does not trigger any exceptions, as it: - Will not result in a significant cumulative impact; - Is not located on a hazardous waste site; - Will not impact scenic resources; - Does not involve unusual circumstances; Will not cause a substantial adverse change to historical resources. Conclusion: The proposed project qualifies for exemptions under CEQA Guidelines Sections 15301(c) and 15302. It involves no expansion of use, no increase in roadway capacity, and no significant impacts to environmental resources. None of the exceptions to categorical exemptions identified in Section 15300.2 apply to this project.
