Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SBR-45461-R6, pursuant to Section 1602 of the Fish and Game Code to Hazem Gabr/Southern California Edison. The project is limited to removing and replacing two deteriorated distribution poles (Poles 428947S and 428949S) within several feet of the existing poles. The poles are accessible by truck via an unpaved road and a total of approximately 945 feet of cumulative overland travel over unvegetated, sandy substrate. The new holes will be excavated by backhoe. The area of soil disturbance (i.e., excavation, side casting, and backfill) would be limited to an approximate 10-foot radius around each pole and the work area (i.e., staging and operation of construction personnel) would be limited to a 25-foot buffer around the poles. No vegetation trimming or removal will occur.

The proposed project/action SCE is undertaking is categorically exempt from CEQA pursuant to Section 15301 (b), detailing an exemption of “Existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.” Also applicable, Section 15301 (d), detailing an exemption for “Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood.
