Reasons for Exemption
Planning staff has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA Guidelines. The project qualifies for a Class 32 exemption under State CEQA Guidelines Section 15332 – Infill Development Projects, as it involves the demolition of existing on-site structures and the construction of 19 single-family residences on a 1.02-acre site within city limits. The project is consistent with the applicable General Plan designation and zoning regulations, occurs within an urbanized area, and is adequately served by all required utilities and public services. To support this determination, a CEQA Section 15332 exemption report was prepared by EPD Solutions in June 2025, an environmental consulting firm retained by the City. City staff reviewed the documentation and concluded that the project would not result in any significant environmental impacts, including those related to traffic, noise, air quality, water quality, or biological resources.
