Document Description
The proposed project involves replacing an existing non-functional groundwater monitoring well (MW-4) at the Lakeport Wastewater Treatment Facility (WWTF), consistent with Monitoring and Reporting Program No. R5-2012-0025 issued by the Central Valley Regional Water Quality Control Board (RWQCB). The project includes over-drilling the existing well and deepening the boring. If reestablishment fails, a new monitoring well (MW-4R) will be installed nearby to support continued groundwater quality monitoring. Activities include drilling, well development, decontamination, and waste disposal—all within the developed boundaries of the WWTF. No vegetation removal or ground disturbance in undeveloped areas will occur. All work will be conducted on previously disturbed ground.

Reasons for Exemption
The project qualifies for a Class 1 exemption as it involves the installation of a monitoring well as a minor alteration to existing public facilities, with negligible or no expansion of existing use. It also qualifies under Class 4, as the installation is a minor alteration of land involving no removal of healthy, mature, or scenic trees and will occur in a previously paved area. Finally, the project qualifies under Class 6 because it involves basic data collection and resource evaluation activities, specifically through groundwater monitoring, with no significant environmental disturbance.
