Document Description
The Colton Joint Unified School District plans to install new field lighting at Colton High School's varsity baseball and varsity and junior varsity (jv) softball fields and replace existing lighting at the JV baseball field, totaling 21 steel poles with 134 luminaires. These improvements will meet California Interscholastic Federation lighting standards and include features to eliminate skyglow and reduce light spill and glare near residences. The lighting will support existing school and community use without expanding programs or enrollment, accommodating later evening activities due to a later school start time. Construction, approved by the Division of the State Architect, is scheduled in the third quarter of 202 and will be phased to minimize disruption to school operations. Reasons for Exemption
Class 4 applies because the proposed improvements would occur on disturbed, flat land without requiring the removal of any trees. The Project Site is not located within designated scenic areas, mapped severe geologic hazard zones, or unique areas of critical or hazardous concern. All disturbed areas would be backfilled and restored. Class 14 applies because the Project involves improvements to existing outdoor instructional spaces at a school without adding new classrooms or increasing student capacity. Additionally, none of the exceptions outlined in CEQA Guidelines Section 1300.2 apply to the project
