Document Description
Sacramento County Department of Transportation (SacDOT) will replace in-kind an existing collapsed culvert on Alta Mesa Road. Implementation of the project will include the removal of the existing asphalt concrete aggregate base, the damaged culvert, and fill material. Once the existing materials have been removed a new 40-foot 36-inch corrugated metal pipe culvert will be installed to a max depth of 10 feet. Water may be present during construction; therefore, a temporary water diversion comprised of two cofferdams (one upstream and one downstream of the culvert) will be installed to divert water from the project area. Following construction, the water diversion will be removed. No vegetation is anticipated to be removed as part of the project; however, if construction is conducted during the nesting bird season, SacDOT will conduct preconstruction bird nesting surveys to avoid disturbing nesting birds.

Reasons for Exemption
Class 2 consists of the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Subsection (c) includes the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The project is within existing County right of way along a paved roadway. The replacement culvert will be installed in the same location as the existing and does not include an expansion of capacity and is therefore exempt from the provisions of CEQA.
