The project involves the removal and replacement of an existing utility pole and existing telecommunications equipment, with no intensification of the established telecom use. Therefore, the project is exempt pursuant to CEQA Guidelines, Section 15302(b}, regarding "Replacement or Reconstruction," which specifies that the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity, are categorically exempt from CEQA review. There is no substantial evidence that the project involves unusual circumstances, including future activities, resulting in, or which might reasonably result in, significant impacts which threaten the environment. None of the exceptions in CEQA Guidelines section 15300.2 apply.
