Document Description
The project involves one encroachment for the non-commercial extraction of gravel deposits from Mill Creek. Gravel extraction consists of removal of flood-washed alluvial material using heavy equipment (i.e., backhoe and dump truck) from the dry channel and adjacent areas. Aggregate extraction methods and volumes shall be consistent with approved annual extraction work plans, developed in coordination with CDFW. Annual extractions volumes shall be less than 500 cubic yards. Extraction occurs during the summer low-flow period when alluvial deposits are exposed. Fisheries- and riparian-enhancement or off-channel extractions may be included to enhance habitat or passage conditions. Timing of operations shall be coordinated with CDFW to avoid periods of surface flow and the reproductive periods of sensitive species (e.g., salmonids, Milo Baker’s lupine, etc.). Siting of temporary appurtenant features (e.g., haul roads, stockpiles, etc.) shall avoid sensitive species or habitats, as determined by CDFW. No trees or existing riparian vegetation shall be removed as a result of the project, unless specifically authorized by CDFW in advance.

Reasons for Exemption
The project proposes non-commercial gravel extraction not to exceed 500 cubic yards annually for private use on an adjacent ranch. There would be no significant adverse impact on endangered, threatened, or rare species or their habitat pursuant to §15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
