This matter consists of the repeal of three outdated ordinances previously adopted by the Monterey Peninsula Airport District. CEQA Guidelines § 153 78(b )(5). The repeal is an organizational and administrative activity of a public agency that does not result in a direct or reasonably foreseeable indirect physical change in the environment.
