Document Description
The Riverside County Flood Control and Water Conservation District (District), in partnership with the County of Riverside Transportation Department is proposing the emergency installation of two culverts at Hostettler Road. The culvert design consists of two double 4'W x 2'H reinforced concrete box culverts along a north/south segment of Hostettler Road, a local two-lane County maintained road, approximately 250 ft. south of I-15. Installation of the proposed culverts would include headwalls upstream and downstream of Hostettler Road, a concrete access ramp, apron and removable bollards on the upstream end, and an approximately 300' long x 25' wide open trapezoidal earthen channel with 4:1 slopes on the downstream end of the project. The road would be reconstructed (100' long x 45' wide) over the top of the box culverts, with new striping and guardrail. There are existing underground utilities within the box culvert alignment that will be relocated as a result of the project. The box culverts would collect flows upstream of the Hostettler Road bend and allow wet weather flows to pass underneath the road, alleviating flooding and road closures at Hostettler Road. The road currently floods and does not allow the safe passage of vehicles. The road closures pose a risk to life and property as Hostettler Road serves as one of two entry/exit routes for the Horsethief Canyon Ranch Community, and therefore, emergency ingress and egress is limited, posing a clear and imminent risk to life and property, especially in the event of a fire or an emergency evacuation.

Reasons for Exemption
The proposed project is statutorily exempt pursuant to Section 15269 of the California Environmental Quality Act (CEQA) Guidelines. This section exempts projects that are necessary to prevent or mitigate an emergency. An emergency as defined in Section 15359(c) of the CEQA Guidelines are specific actions necessary to prevent or mitigate an emergency and applies due to the anticipated length of time for environmental review of a long-term project. Due to the saturated ground, high groundwater table, and potential flooding associated with the incoming wet season, road closures at Hostettler Road, a vital entry/exit route for the Horsethief Canyon Ranch Community, are anticipated and would pose a clear and imminent risk to life and property by limiting access for entry and exit of essential public services such as emergency response vehicles or evacuations from the community due to any reason, including wildfire.
