Document Description
The grading permit authorizes the applicant to modify an existing 8,000 sf paved parking lot to a less steep grade for employee vehicles and boat storage. To support the parking lot improvement, one (1) nine-inch Ghost pine tree and one (1) Oak tree cluster, and vegetation that are located within 6ft x 6ft landscaping planter for the parking lot would be removed. The existing storm drain would also be improved and relocated. Construction is anticipated to take approximately two months. Equipment to be used includes a backhoe, front end loader, compactor, roller, tanker truck, cement truck. Approximately 900 cy of cut would be hauled off-site. All work would be in compliance with Chapter 29, Stormwater and Chapter 30, Grading Ordinance, of the Lake County Municipal Code.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, CEQA Guidelines Section 15301, Existing Facilities, as the project would modify an existing parking lot that would not result in an expansion of use. Work would be conducted during dry weather, between May and October. Best Management Practices to control erosion and stormwater would include seed mix, mulch, straw and jute netting. All regulations related to stormwater, erosion, biological resources, and cultural resources intended to protect the environment noted in the Grading Ordinance will be adhered to. There are no documented biological occurrences in the CA Natural Diversity Database, officially designated state scenic highways or no recorded hazardous waste sites that would be impacted by the project. Lastly, local Native American Tribes were provided an opportunity to comment on this project. Koi Nation responded to the opportunity to comment and discussed the project and their concerns with the County and applicant. There are no known cultural or tribal cultural resources on-site, but the applicant has agreed to enter into a construction monitoring agreement with the Tribe.
