Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration Agreement EPIMS Notification No. EPIMS-LAN-52926-R5, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison (Permittee), as represented by Victoria Parsons. The project consists of vegetation crushing and trimming to facilitate access, the installation of one new screw anchor and the replacement of one existing plate anchor at Pole 1059470E, the replacement of three plate anchors with screw anchors at Pole 1059471E, the transferring of guy lines, and the remediation of project areas. Access for the project requires 5,765 feet of vehicle travel on the Santa Clara River’s riverbed which will result in channel vegetation being crushed by a rubber-tired utility truck. Temporary impacts include 7.327 acres total of temporary impacts, which 6.507 acres of unvegetated streambed and 0.079 acre of scale broom scrub will be impacted by access. The remaining 0.107-acre area of temporary impacts would be associated with the anchor replacement, which consists of 0.093-acre of scale broom scrub, and 0.014-acre of Fremont cottonwood forest and woodlands. Two multi-stemmed Fremont cottonwood trees (Diameter at breast heights of 16, 21, and 22 inches; and eight, 16, and 19 inches respectively) will be trimmed for 40-percent of their canopies. The project also includes the remediation of all project areas, including the regrading of channel areas back to their pre-project contours, removal of project generated wastes, and the restoration of channel ecology and morphology upon completion of the project.
