The City of San Bernardino is seeking to update to its General Plan and Development Code in addition adopting a new Downtown Specific Plan for the City's downtown area. The City’s General Plan is a planning document that represents the community’s vision for its future. The City will use the goals and policies of the General Plan as a basis from which to make their land use, housing, mobility, infrastructure, and open space and parks decisions. The City has selected the year 2050 as its planning horizon. The City's Development Code Update (Title 19) will consist of reviewing and updating existing administrative procedures, land use zone designations, development and design standards, and an updated zoning map and districts. The Downtown Specific Plan is intended guide new development in the Downtown area and will include a vision statement, objectives, and planning principles; land use, mobility, and infrastructure plans; development standards; design guidelines; an implementation plan; and an economic development strategy. These three related planning efforts will be analyzed under one Program EIR.
