The replacement of approximately 552 linear feet of the existing Daffodil Canal qualifies under Class 1 as it involves maintenance and minor alteration of an existing utility system with no expansion of use. The installation of ADS pipe offset approximately 12 feet east of the current alignment qualifies under Class 2 as it replaces the existing canal segment on the same site, serving the same purpose and capacity. All work will occur within previously disturbed and developed areas, and no exceptions under Section 15300.2 apply.
