Document Description
Implementation of the AMI Program in the City of Mountain View would involve converting existing water meters to AMI water meters at a reimbursement rate of $10 per meter with a not-to-exceed amount of $200,000 per fiscal year or $1,400,000 as the equivalent to seven fiscal years of maximum not-to-exceed reimbursement. Replacement would require no expansion in the use or footprint of existing meters, and no new ground disturbance would be required to expose or access them. Following meter replacement, AMI Program software would be used to generate detailed water usage reports and leak alerts for consumers to encourage conservation. Semi-annual reports would be generated for Valley Water indicating the number of water use reports sent and to how many consumers, the number of leak alerts sent with estimated leak volumes and durations, and estimated water savings associated with leak alerts. Outreach to consumers and AMI Program administration also would be conducted under the Agreement.

Reasons for Exemption
AMI Program activities conducted under the Agreement would include converting existing water meters to AMI water meters, AMI data collection and reporting, creation and distribution of outreach materials encouraging customer engagement, and AMI Program administration. AMI Program activities meet the requirements of CEQA Guidelines §15301 and are eligible under the Exemption. No expansion of use would be included in AMI Program implementation, and the Agreement does not include or allow any factors that would preempt the AMI Program’s eligibility per CEQA Guidelines §15300.2.
