Document Description
This project is an 84.91 mile build in Lake County, CA. It will include the Spring Valley area, run through parts of Clearlake, down through Lower Lake, along the coast up to Birmingham Park, Soda Bay, and up to Lakeport where the build will terminate. This area is a mixture of rural and city areas. All served areas are rural and unserved based upon the definition in the funding application. The land use is primarily residential, with some commercial as well.

The roadways involved in the project include all roads in the Spring Valley area, starting at the Hwy 20 and Old Long Valley Rd intersection and stopping at Quail Trail. The lateral boundaries are New Long Valley Rd and Cache Creek Rd. All the connections in Spring Valley will be aerial, and it will run down Hwy 20. At the Hwy 20 and Hwy 53 intersection. At this intersection, it will connect to a hardened pole route that will run down to our existing plant in Davis St in Clearlake. From this point it will run down Davis St to Phillips Ave., then cutting over at 36th Ave across Hwy 53. It will then turn down Manzanita Ave to Pacific St to the corner of Konocti-View Rd and Old Hwy 53. It will continue down Old Hwy 53 aerially, to Ridgeview Dr and Lakeside Dr, cutting South To Bay St. and over to Highlands Harbor Rd. It will continue east and cut over Hwy 53 again to Dam Rd., to Lake St. and back to Hwy 53 in Lower Lake. It will head West down Lower Lake Rd., and cut up at Point Lakeview Rd., continuing to the coast. It will continue on this route until Hwy 281, where it will head north. There will be cut offs on this path to serve areas off of Knocti Vista Dr. and Panorama Rd. , along with Park Dr. This will all be aerial, except St. Francis drive subdivision, which has underground utilities. We will build in existing disturbed ground in the neighborhood. The build will continue North to Lakeport through S. Main St., turning off on Martin St., to N Forbes St. and up on Hartley St., Off Hartley, it will cut over on the pole line and connect to Keeling Ave, up to Park Way. From Park Way it will split in both Left and Right directions. It will circle up Hwy 29, reconnecting at Hill Rd. E and Lakeshore Blvd.

The Lake County Grant Build Project would qualify for a CEQA categorical exemption (Class 1 and Class 4) because the project consists of installing aerial fiber on existing poles and minor alterations to already previously disturbed land for underground fiber, and no exceptions to CEQA exemptions apply.
