Project Location:
Highway 26 to Eight Mile Road. See attached Vicinity Map.
Project Justification:
Jack Tone Road is a 32-foot-wide roadway consisting of 12-foot travel lanes and 4-foot paved shoulders. The road was originally constructed in 1960 with a structural section consisting of 0.21 feet of asphalt concrete (AC) over 0.50 feet of aggregate base (AB) over 0.92 feet of aggregate subbase (ASB). The roadway was resurfaced in 1993 with 0.25 feet of AC and has been maintained with periodic chip seals, with the last one occurring in 2019.
Existing pavement exhibits transverse, longitudinal, and alligator cracking throughout. In addition, there is rutting in the wheel track areas.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway (32 feet wide) with 0.25 feet of Hot Mix Asphalt (HMA) (Type A).
2. Repairing pavement structural failure areas with full depth 0.25 feet of HMA (Type A).
3. Replenishing 6-foot-wide Shoulder Backing: 2 feet (8%) and 4 feet to conform.
4. Applying Penetration Treatment along curves and at all intersection radii plus 50 feet or to conform.
5. Constructing HMA (Type A) driveways.
6. Adjusting existing survey monument frames and covers to finished grade.
7. Re-installing traffic striping, pavement markings, and pavement markers within project limits.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
