Reasons for Exemption
On July 2, 2025, the Board of Directors of the Western Municipal Water District adopted Resolution No. 3358. The action involves the adoption of sewer service charges for parcels that receive sewer service but not water service from the District, and directs that such charges be collected on the County tax roll for Fiscal Year 2025–2026.
The Board found that the action is statutorily exempt from the California Environmental Quality Act under Public Resources Code section 21080(b)(8), as the charges are imposed for the purpose of meeting operating expenses and obtaining funds for capital projects necessary to maintain service within the District’s existing service area.
