The License Agreement between the County of San Diego and Community Recovery Team Inc. is statutorily exempt from CEQA pursuant to Section 15269, Emergency Projects. The Agreement Amendment allows for specific actions necessary to continue to mitigate the emergency created by winter storms in San Diego County that caused unprecedented flooding, as proclaimed a State of Emergency by the Governor of the State of California on January 23, 2024. The Amendment extends the license agreement to a final date of December 31, 2025. Allowing the continued use of an existing County facility for office space and short-term overnight accommodations for volunteers, their vehicles, and equipment/supplies/donations all support the mitigation efforts in response to the winter storm emergency. CEQA section 15359 defines emergencies to “include such occurrences as […] flood […]" further demonstrating this Agreement qualifies under the above statutory exemption.
