Document Description
The San Bernardino International Airport Authority (SBIAA) proposes to install improvements within the existing International Arrivals Facility (IAF) building consisting of utilization of the about 2,900 square feet (sf) of the IAF’s third floor of the building as a restaurant to serve transient flight crews. The SBIAA also proposes to add about 2,425 square feet of terrace service area to support the restaurant. A new elevator will be installed from the first floor to serve the proposed restaurant facilities.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed utilization of existing IAF space and addition of a new terrace and elevator at the SBIA have been determined to have no potential to cause significant adverse effects on the environment and will ensure that Airport operations can provide the full range of services normally provided at an airport. Categorical Exemption Class 1 exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment...involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (e) Additions to existing structures provided that the addition will not result in an increase of more than (1) 50 percent of the floor area of the structures before the addition, or 2,500 square feet, whichever is less.....” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project location to further substantiate the use of a Categorical Exemption, Class 1, for this project. The proposed restaurant facilities have been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 Exemption.
