Document Description
The Project proposes to install roadway modifications along select residential streets parallel and connecting to San Pablo Avenue to create a network of continuous bicycle facilities in the vicinity of San Pablo Avenue in the cities of Albany, Berkeley, and Oakland. The improvements are designed to improve safety for cyclists and pedestrians through the addition of traffic circles, traffic diverters, speed humps/tables, curb extensions, median modifications, curb ramp improvements, a pedestrian hybrid beacon, and rectangular rapid flashing beacon warning devices, pavement markings and signage on bike routes, pavement maintenance and rehabilitation, and intersection daylighting.

The proposed San Pablo Avenue Parallel Bike Improvements Project falls within the description of a Statutory Exemption under California Public Resources Code Section 21080.25(b-e). The Project would implement roadway modifications within public right-of-way with the purpose of improving safety and mobility for bicyclists along existing residential streets parallel and connecting to San Pablo Avenue. The Project is not expected to increase the number of vehicle trips within the Project area, nor would it add any additional highway lanes. Project construction costs would not exceed $50 million, and a local agency would act as the lead agency for the Project.
