Document Description
The proposed action is to amend the Report of Facility Information (RFI) for the existing Las Pulgas Landfill. The Amendment includes an update to the landfill’s site capacity and estimated lifespan, updated sitemaps, corrections to typographical errors, language describing Camp Pendleton’s implementation of organic disposal reduction, and plans towards compliance with, and landfill operations during, the Regional Water Quality Control Board Cease and Desist Order No R9-2024-
0008. Additionally, the amendment updates the solid waste local enforcement agency (LEA) department name from Environmental Health to Environmental Health and Quality.

The Report of Facility Information amendment process is defined and authorized by 27 CCR, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1), the LEA finds that the changes being requested are exempt from the requirements of CEQA pursuant to 14 CCR, Chapter 3, Article 5, Section 15061(b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
