Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project consists of upgrades to the SCADA systems at various recycled water sites, and integration to a single distributed control system. These proposed activities have been determined to have no potential to cause significant adverse effects on the environment and will ensure that future IEUA operations are more efficient. Overall demand and capacity of the treatment systems will not be altered by the proposed project. These are highly site-specific building alterations that will not alter the overall capacity of any treatment and recycled water production activities. Categorical Exemption Class 1 (15301[b]) exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment...involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services...” Categorical Exemption Class 2 (15302[c]) exempts “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced… (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The exceptions to the issuance of Categorical Exemptions have been evaluated for the proposed project. The proposed project has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for a Class 1 and Class 2 Exemption.
