The proposed development has been determined to be categorically exempt pursuant to Section 15332 of the CEQA Guidelines (Class 32, In-fill Development Projects) due to the following reasons: 1) The project is consistent with the applicable General Plan and all applicable General Plan policies, as well as the applicable zoning designation and regulations; 2) The project site is less than five acres in size and located in an urbanized area within the City limit; 3) The project site was previously developed and does not have any value as a habitat for endangered, rare of threatened species; 4) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and 5) The site can be adequately served by all required utilities and public services.
