Document Description
The subject property is a ±80-acre agricultural parcel located at 8280 Warren Road in Valley Springs, Calaveras County. The main access driveway is located to the east of the site running off of Warren Road. There is a 100 gallon/minute domestic well serving the residence, as well as a 600 gallon/minute AG Well to serve the proposed cannabis operation. The proposed project is located on a parcel with an A1 Zoning Designation. The proposed cultivation operation would take place entirely on the existing, flat, pasture area with no construction of building structures. Existing Cultivation Site Infrastructure includes the construction and placement of 5' x 5' (18" tall) wooden planter boxes to be situated in a grid pattern comprising a total of 1-acre of open-air canopy for the outdoor cultivation operation. Additionally, a limited number of water storage tanks will be situated near the Commercial Cannabis Premises to facilitate the storage and delivery of water to cannabis plants via the Ag Well on site. No grading of the project site will be required.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
