Document Description
The project will consist of a cannabis processing facility operating in accordance with State and local law. Existing City sewer service is provided to the project site, and water and electricity are provided by the City of Los Angeles Department of Water and Power. Operations would be Monday through Friday from 9:00 a.m. to 6:00 p.m. As a processor, applicant's activities include receiving cannabis flower from licensed cultivators or distributors, trimming cannabis flowers, drying/curing trimmed cannabis, packaging finished cannabis goods, and limited storage of packaged cannabis goods until ready for sale.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services.
