Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved both a Small Outdoor and Mixed-Light Tier 1 commercial cannabis license submitted on 5/31/2023 by Mario Baroza. The Project will consist of cannabis cultivation on an existing site located at 2871 Hearst Willits Road (APN 108-080-12-00). This project was issued Mendocino County cultivation permit CAN-C-2025-005 on 3/25/2025. The site is zoned Agriculture (AG 160) and has previously been used for cattle grazing and hay production. This site now includes cannabis production with no plans for future expansion. Activities that take place include cannabis cultivation, drying, curing, weighing, trimming, disposal, and storage. The project would continue to source water from an onsite well, there is onsite septic for wastewater, and power is provided by the local utility provider.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
