a) Ordinance No. 2985 for Ordinance Text Amendment No. 361 – A proposal to amend Title 18 (Zoning Regulations) of the Redlands Municipal Code by updating Chapters 18.08 (Definitions and Construction), 18.12 (Administrative Provisions), 18.20 (A-1 Agricultural District), 18.21 (A-1-20 Agricultural District), 18.24 (A-2 Agricultural District), 18.28 (R-R Rural Residential District), 18.29 (R-R-A Rural Residential Animals District), 18.32 (R-R-A Residential Estate District), 18.33 (R-A-A Residential Estate Animals District), 18.36 (R-E Residential Estate District), 18.40 (R-S Suburban Residential District), 18.44 (R-1 Single Family Residential District), 18.48 (R-1-D Single Family Residential District), 18.52 (R-2 Multiple Family Residential District), 18.56 (R-2-2000 Multiple Family Residential District), 18.60 (R-3 Multiple Family Residential District), 18.92 (C-3 General Commercial District), 18.156 (Development Standards for Specific Uses), 18.164 (Parking and Loading Space Requirements), 18.168 (Landscaping, Fences, Walls and Signs), and 18.192 (Conditional Use Permits), pertaining to regulations and development standards applicable to housing development projects. The proposed amendments would also create Article XVI in Chapter 18.156 (Two-Unit Projects on Residential Parcels), update Title 17 (Subdivision Regulations) of the Redlands Municipal Code by creating Chapter 17.12 (Urban Lot Splits Into Two Residential Parcels), and various other code amendments in compliance with the adopted 2021-2029 Housing Element work program. Amend RMC Sections 18.12.130 and 18.192.090 to permit the Planning Commission to approve requests for Extensions of Time for entitlement approvals. Amend RMC Section 18.168.070 to clarify the approval process for Minor Exception Permit applications that have been previously reviewed and approved by Planning Commission. Amend RMC Section 17.05.030 pertaining to Lot Line Adjustments to delete the requirement for a public hearing and allow for administrative approval. Amend or add new sections pertaining to Accessory Buildings located in residential districts (RMC Sections 18.20.160, 18.21.140, 18.32.115, 18.32.125, 18.40.150, 18.44.160, 18.48.180, 18.52.190, 18.56.220, and 18.60.190).
b) Resolution No. 8700 for Specific Plan Amendment No. 53 to the East Valley Corridor Specific Plan (Specific Plan 40) – A proposal to update Chapter 2 (Single Family Residential District), Chapter 3 (Multiple Family Residential-3000 District), Chapter 4 (Multiple Family Residential-2500 District), and Chapter 7 (Commercial General) pertaining to regulations and development standards applicable to housing development projects, and various other code amendments to implement the City’s 2021-2029 Housing Element work program.
c) Resolution No. 8700 for Specific Plan Amendment(s) to Specific Plan Nos. 23, 26, 43, 47, 56, 59, 60, 61, 62, 64, 65, and 66 – A proposal to update the respective single-family residential districts of adopted Specific Plans to update the lists of principal permitted land uses (to allow for up to six persons to reside in supportive housing, transitional housing, employee housing, and community care facilities) to align with current State housing laws and implement the City’s 2021-2029 Housing Element work program.

Adoption of the proposed code amendments and specific plan amendments are not subject to the California Environmental Quality Act (CEQA) as the proposal does not have the potential for causing any significant effects on the environment, as well as this proposal is an organizational or administrative activity of the City that will not result in direct or indirect physical changes in the environment. The proposal consists of text amendments to the city’s zoning regulations (including Title 18 of the Redlands Municipal Code as well as several adopted Specific Plans in the City of Redlands) for the purpose of implementing numerous work program requirements contained in the City’s certified 2021-2029 Housing Element. This proposal does not have the potential for causing any direct or indirect physical changes in the environment.
