Document Description
Wheeler-Ridge Maricopa Water Storage District proposes to transfer up to 20,000 acre-feet of surface water supplies, consisting of 2025 Table 1 and/or imported SWP surface water, to Arvin-Edison Water Storage District. These supplies will go to offset AEWSD recovery/groundwater pumping. This exchange is proposed on an 1:1 (equal basis); AEWSD will return an equal volume to WRMWSD in a future year(s) in which WRMWSD is recovering/pumping groundwater. Supplies will be delivered to the WRMWSD-AEWSD 'overlap' within both the CVP and SWP place of use.

Reasons for Exemption
For the reasons stated below, this project is determined to be exempt per CEQA Guidelines section 15061(b)3 which provides that a lead agency may determine an activity to be exempt based upon the general rule that CEQA applies only to projects that have a potential for significant effect on the environment. Further, this project is categorically exempt under CEQA Guidelines section 15301(b) (operation of existing facilities used to provide public utility services which involve a negligible or no expansion of the existing use).
