Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Tit. 14, § Section 15301; Class 1 (c) - Existing Facilities
Reasons for Exemption
The Project consists of safety and accessibility enhancements along San Pablo Avenue and would not involve the construction of new automobile lanes or major expansion of existing facilities, and all bicycle and pedestrian elements would be integrated into the existing network. The proposed activities fall within the scope of Class 1 exemptions, which allow for minor alterations to existing highways and streets, including pedestrian and bicycle facilities, signal modifications, and transit-related improvements, provided there is no significant expansion of use. As the Project is limited to safety, accessibility, and operational enhancements within an already developed transportation corridor, it qualifies for a Class 1 Categorical Exemption under CEQA Guidelines § 15301(c). Caltrans has determined that this project has no significant impacts on the environment as defined by CEQA.
