Document Description
The proposed project consists of rehabilitation of the existing retaining wall along the southern border of the historical Arden Helena Modjeska House (ARMO House) located at 29042 Modjeska Canyon Road in Silverado. The new proposed retaining wall will consist of a prefabricated block gravity wall with veneer that incorporates salvageable stones from the existing wall. The proposed retaining wall will be placed a minimum of three feet away from the ARMO House to ensure a protection buffer and access to the south side of the house. In addition, one native tree – Fraxinus Velutina (7-inch in diameter), will be removed to facilitate the reconstruction of the retaining wall. The tree will be replaced with three native trees on site and will be monitored for establishment. Construction is anticipated to need 75 truck trips, with project construction estimated to begin in late 2025, and last for approximately 6 months.

Reasons for Exemption
The exemption provides for the rehabilitation and reconstruction of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings. The deteriorated stone retaining wall features will be rehabilitated, with a new prefabricated block/stone gravity wall with veneer that matches the old wall in design, color, texture and material, where possible. In addition, any salvageable stone material from the existing retaining wall will be incorporated in the new wall. The replacement of the missing features will be substantiated by documentary and physical evidence.
