Document Description
Discovery Science Center, OC (DSC) leases State-owned property located under the Broadway offramp of the North Bound lanes of I-5, in Santa Ana, CA, known as FLA 12-ORA-005-0086-02. As part of a project to redesign of a portion of the parking lot within the leased area by the tenant in 2015, a trash enclosure was constructed directly beneath Broadway off-ramp bridge and near the bridge abutment. This improvement is now in violation of current Airspace policy as directed by HQ Right of Way Airspace received in the district in 2024. District 12 Right of Way Airspace is seeking an exception from HQ Right of Way Airspace to allow the trash enclosure to remain in its position, with the approval of the District Airspace Revie Committee (DARC).

Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of "existing facilities" itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use. (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes).
