Reasons for Exemption
The proposed action is statutorily exempt from CEQA Statue 21080(b)(4), which provides that specific actions necessary to prevent or mitigate an emergency are exempt from CEQA, and State CEQA Guidelines 15262, which provides that a project involving only feasibility or planning studies for possible future actions are exempt from CEQA. Further, a Class 6 exemption(Cal. Code Regs., tit. 14, § 15306.) provides that proposed pilot study projects that would consist of data collection to determine the efficacy of ASR activities that would not result in serious or major disturbance are also exempt.
