Document Description
The proposed project will operate a Manufacturing Type N Infusion License within an existing building at 3505 Cadillac Ave., Suite F3, Costa Mesa, CA 92626 (APN 139-661-02). The project will conduct infusion manufacturing of commercial cannabis products and improve an existing industrial building. The Project will operate within an existing 5,772 square foot distribution facility that includes an approximate 2,400 square foot warehouse/distribution area. The proposed cannabis manufacturing use would be accommodated within the warehouse area, occupying approximately 200 square feet of area previously designated as part of the licensed distribution area.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing multi-tenant building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
