Document Description
Napa County is utilizing a grant opportunity to support the rehabilitation of an adjacent space to expand the children's and youth capacity in our crisis stabilization services from two to four, and to provide a dedicated children's and youth services area within the program. The rehabilitation will consist of demolition of much of the current interior space, the addition of restrooms and shower areas, and a kitchenette. Renovations will include new plumbing and HVAC, lighting, flooring, and the addition and removal of walls to provide a layout supporting the services to be delivered. Once renovated, the space will house crisis stabilization services that will provide immediate access to crisis intervention, emergency psychiatric evaluation and medication services for children and youth in a mental health crisis, and other specialty mental health services. Scope of work includes interior tenant improvements of the existing crisis stabilization unit and expansion into existing decommissioned laboratory and office spaces. All work done is interior, approximately 6,742 square feet and as such no trees or vegetation will be impacted by the proposed project. The parcel is a County owned property located in the City of Napa; surrounding land uses consist of commercial and industrial development.

Reasons for Exemption
Article 19 of the State Guidelines for Implementation of the California Environmental Quality Act (CEQA Guidelines) establishes a list of classes of projects that are categorically exempt from the provisions of CEQA. Pursuant to CEQA Section 15300, the proposed project would be considered Categorically Exempt based on at least one Exemption Class. According to the County's resource maps, the proposed improvement is not anticipated to affect any known environmentally sensitive area, and its impact on the environment is insignificant, individually and cumulatively. There is no reasonable possibility that the project will have a significant effect on the environment given that the improvements are occurring within an existing structure that will be renovated to accommodate an expansion of the County's existing CSU Children's Services. Based on an examination of the project, this project qualifies for the following exemptions under the California Environmental Quality Act - CEQA Guidelines Class 1: Existing Facilities section 15301 - this consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project will consist of demolition of much of the current interior space, the addition of restrooms and shower areas, and a kitchenette. Renovations will include new plumbing and HVAC, lighting, flooring, and the addition and removal of walls to provide a layout supporting the services to be delivered. The project site is not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
